Candidates must satisfy all of the following conditions to be considered eligible: Minimum age of 18 years. Minimum qualification: passed Higher Secondary School Certificate (12th / H.S.C.) examination. Basic computer knowledge is required; candidates holding an MSCIT or CCC certificate will be given preference. Must be a local resident of the concerned Gram Panchayat / Nagar Parishad / Nagar Panchayat / Municipal Corporation area applied for. Must possess Aadhaar card, PAN card, a bank account, and other necessary documents. Must not have been convicted of moral turpitude, financial fraud, or cyber crime.

Selection is based on a 100-mark evaluation criteria, decided by the District-level Setu Committee headed by the District Collector, when more than one application is received for the same geographic area. The Setu Prabhari Officer and District Social Welfare Officer jointly conduct scrutiny; the committee's decision is final. Preliminary scrutiny of documents attached with the application; list of eligible/ineligible applicants published.
