MSSC has published the detailed notification for the Special Primary Teacher recruitment on its official website. Candidates should read the notification carefully before applying, since eligibility, once claimed, must be proven with original documents at the time of verification. The online application link will be disabled after 5:00 PM on 20 August 2026, and applications submitted through any mode other than online will not be entertained.

Within the 80 total posts, seats are also earmarked for Persons with Disabilities (PwD): 1 post each under (a) Blindness and low vision, (b) Deaf and hard of hearing, and (c) Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims, and muscular dystrophy. A PwD applicant must be a "person with benchmark disability," with not less than 40% of a specified disability, as certified by the certifying authority.

The candidate must be a citizen of India. The candidate must be able to speak Manipuri or any of the Tribal dialects of Manipur. The candidate must be a permanent resident of Manipur. A candidate whose parent, or any ancestor in their direct lineage, is a permanent resident of the State is also eligible, provided proper documentary proof is furnished.

Essential: 10+2 (or its equivalent) with at least 50% marks from a recognized University/Board; or 10+2 (or its equivalent) with at least 45% marks from a recognized University/Institution/Board, in accordance with the NCTE (Recognition Norms and Procedure) Regulations, 2002. D.Ed. in Special Education from an RCI-approved institute, with a valid RCI CRR number; or D.El.Ed. with a recognized qualification (Certificate/Diploma) through an RCI-approved institution for in-service/pre-service general teachers, equivalent to D.Ed. in Special Education, with a valid RCI CRR number. 6 months of training in teaching in the cross-disability area of inclusive education. Payment is accepted only through online mode - UPI, net banking, or Visa/Master/Debit card. Applications submitted without the prescribed fee, or through any other mode, will be summarily rejected. Fee once paid is non-refundable and cannot be held in reserve for any other examination. If payment details are not received from the bank, such applications will initially be treated as fictitious payment cases and rejected; a list of such applicants will be published on the MSSC website after the application closing date, and genuine cases will be revived on receipt of documentary proof, if otherwise eligible.

Original documents proving educational qualification, experience, age, community/category, and disability (where applicable), to be produced when called for by the Commission. No Objection Certificate (NOC) from the concerned Department/Authority - mandatory for all candidates already in service, other than casual or muster-roll employees. Category certificate from the competent authority, to be furnished at the time of document verification if the candidate's claimed category is challenged. Failure to produce original documents when called for by the Commission will result in cancellation of candidature.

Eligible candidates will be issued an e-Admission Certificate, downloadable from the MSSC website; the schedule for downloading will be notified separately. No admission certificate will be issued from the MSSC office or sent by post, and no candidate will be admitted to the exam venue without it. Issuance of an e-Admission Certificate does not imply that a candidate's candidature has been finally cleared, or that the entries made by the candidate have been accepted as true and correct - the Commission's decision on eligibility for admission is final.

All questions are of Class XII level. General Knowledge questions assess the candidate's knowledge of politics, history, geography, literature, sports, arts, culture, and special education. The exam is conducted through the Computer Based Test (CBT) mode; exam venues will be mentioned in the e-admit card. Questions are of MCQ type, carrying 1 mark each, with no negative marking for incorrect answers. Duration of the exam is 75 minutes. For PwD candidates using a scribe, 20 minutes' extra time per hour is provided, making the total duration 100 minutes.

The provisional answer keys for the MCQ-based exam will be uploaded online soon after the test is conducted. Candidates get 3 days to submit objections to the provisional answer key, online only, along with a fee of Rs. 100 for each challenged question. All objections are referred to a team of experts constituted for the purpose, and their decision is final and binding on all stakeholders.

Selection is based on performance in the Computer Based Test (CBT). If the exam is held in more than one shift, marks will be normalized using the normalization formula adopted by MSSC. In case of candidates having the same score after normalization, ties are resolved using the following criteria, in order: Total marks in the Computer Based Examination Date of birth, with older candidates placed higher in the list Alphabetical order of names (if required)

The Commission reserves the right to amend this notification in parts or in whole. A candidate found furnishing incorrect information, suppressing information, violating instructions, or adopting unfair means such as impersonation or cheating is liable to be disqualified and/or debarred from writing this and subsequent examinations, as decided by the Commission.
