OPSC has notified a total of 46 vacancies for the post of Assistant Executive Engineer (Civil), of which 15 posts are reserved for women. The category-wise vacancy distribution, as furnished by the Housing & Urban Development Department, is given below. Of the total 46 vacancies, 2 posts are reserved for Persons with Disabilities (PwD) whose permanent disability is 40% or more - 1 post under Category-I and 1 post under Category-II. A candidate must be a Graduate in Civil Engineering from any University or Institution recognised by the Government, or must be an Associate Member of the Institution of Engineers of India in Civil (AMIE Civil). A candidate must have attained the age of 21 years and must not be above 42 years on 1 January 2026 - that is, born not earlier than 2 January 1984 and not later than 1 January 2005. As per the Odisha Payment of Recruitment Examination Fees and Refund Rules, 2025, candidates other than SC, ST, and PwD category have to pay the examination fee while filling the online application form. The examination fee is refunded only to candidates who actually appear in the Preliminary Examination, processed to the original mode of payment used at the time of the transaction. Applications submitted without payment of the examination fee (except by SC/ST/PwD candidates) will be treated as incomplete and rejected outright. Candidates must also furnish their bank account details (Account Number, IFSC Code, Account Holder Name, and Bank Branch Name) in the application form in case the refund through the original payment mode fails due to technical issues.

The post of Assistant Executive Engineer (Civil) carries the scale of pay in Level-12 of the pay matrix provided under Rule-3 of the ORSP Rules-2017, corresponding to the pre-revised scale of Pay Band-3 (Rs. 15,600 – Rs. 39,100) with Grade Pay of Rs. 5,400, along with usual dearness allowance and other allowances as may be sanctioned by the Government of Odisha from time to time.

Selection for OPSC AEE Civil Recruitment 2026 is made through a competitive examination conducted in three stages: Preliminary Examination, Main Examination, and Interview. The Preliminary Examination is a screening test for shortlisting candidates for the Main Examination. It consists of one paper in Civil Engineering with Objective Type Multiple Choice Questions, conducted through Optical Mark Recognition (OMR) or Computer-Based Test (CBT), as decided by the Commission. Minimum qualifying marks for the Preliminary Examination are determined separately by the Commission for each category. The Preliminary and Main Examinations will primarily be held at Kataka (Cuttack), and may also be held at Bhubaneswar, Baleshwar, Brahmapur, Sambalpur, or Jayapur depending on the number of candidates from each zone, as decided by the Commission. Admission to the Main Examination is provisional; if a candidate is found not to fulfil eligibility conditions at any stage, the candidature is liable for rejection, and the Commission's decision is final.
